  • Japan launches anti-dumping probe
    Japan has opened an investigation into nickel-based stainless cold-rolled sheets and strips imported from China and Taiwan, amid complaints from domestic producers that low-priced imports are hurting margins. 

  • China extends anti-dumping duties
    China has renewed its anti-dumping tariffs on stainless steel billet and hot-rolled stainless steel plate imports (from EU, UK, South Korea, Indonesia) for another five years. Rates range from ~20.2% to ~103.1%. 

  • EU investigates imports / quotas
    The European Commission has signaled review of anti-dumping measures on stainless steel hot-rolled flats from China, Indonesia, and Taiwan. 
    Meanwhile, proposals are underway to cut duty-free stainless quotas in half starting mid-2026. 

2. Market Supply, Output & Pricing Trends

  • Global stainless melt shop output grew in Q2 2025
    According to WorldStainless, global stainless steel melt shop production in Q2 2025 rose ~5 % over Q1, and ~3.1 % year-on-year. 
    China contributed a ~9.6 % quarter-on-quarter gain. 

  • China market: modest upswing amid inventory pressure
    In September 2025, China’s stainless steel market saw a slight rise (≈ 0.3 %) in average prices (from ~12,092 RMB/ton to ~12,133 RMB/ton). 
    Nonetheless, inventories remain high and demand soft, limiting further price momentum. 

  • Production cuts & capacity constraints in China
    In June 2025, China reduced crude stainless steel output by roughly 150,000 tons month-on-month, reflecting destocking and seasonal lull. 
    At the same time, the Chinese government unveiled a “Steel Action Plan 2025-2026,” aiming to curb overcapacity, promote green standards, and stabilize demand.
